The community of Blue Bay is a place for the elite of the elite. Money is never an issue. Most of the people own giant sailboats or yachts and belong to the Blue Bay Country Club. It is paradise for the rich with only small not so wealthy suburbs lining the outskirts and swamplands.
But underneath the skin of a normal Florida town lays a terrible secret that has existed for generations. Most of the residents are unaware of the nature of this secret, although they instinctively act to protect it without knowing why. That’s the simple nature of it.
When Justice Withers founded the town in the early 1800’s, he met a prior demonic tenant and made a deal: 200 years of uninterrupted prosperity for Blue Bay and it’s people in exchange for protection of the demon’s Hellmouth. Justice died in 1854 at the ripe old age of 76, but he passed along the knowledge of the deal and now a small cult serves the demon. Few question the high mortality and disappearance rate, preferring not to think too hard about such things. None know what purpose the demon has for the Hellmouth or what it will do in a year or so when Justice Withers’ bargain is up.
The demon, known to its faithful cult as Black Scot, collects souls to gather power to open the Hellmouth and enter Earth’s dimension. When he returns in 2004, he will bring his faithful army to spread his black wings of dominion over Blue Bay. He dislikes the presence of other supernatural beings in Blue Bay and subtly helps the Watchers locate incursions so as to better excise them before they interfere with his own plans.
For the most part, only vampires still roam Blue Bay, the occasional demon joining in, drawn by the mystical energy of the Hellmouth. Some human mystics, witches, and warlocks are also drawn as well. There is no lack of the paranormal in this town.
